Who We Are

Introducing the Regulation & Policy Impact team

Dr Lorraine Cherney

Dr Lorraine Cherney is an accomplished regulatory expert and educator with over two decades’ experience in public sector governance, higher education and research. She holds a PhD from the University of Queensland (UQ), where her work focused on the design and implementation of gambling regulations.


Lorraine has previously held senior positions in regulation at the Australia and New Zealand School of Government (ANZSOG) where she designed flagship professional development programs, educational webinars and events for regulators. Lorraine provided strategic support and guidance to the National Regulators Community of Practice (NRCoP) and was lead author on The Professional Regulator program.


Prior to joining ANZSOG, Lorraine held senior policy and research positions in Queensland Government, where she shaped responsible-gambling strategies and stakeholder engagement models, including engagement around voluntary codes of practice. She has held research positions at Southern Cross University (SCU) and the Australian National University (ANU), driving interdisciplinary projects on electronic gaming machine regulation and community well-being. Lorraine is an Honorary Research Fellow at UQ, where she mentors postgraduate scholars and works to bridge the academic-practitioner gap.

Dr Prue Brown

Dr Brown is a researcher with rich practitioner experience. This mix grounds a vibrant program of research into inequality, policy processes and governance. In both her research and teaching, she adapts her professional experience to scholarly frameworks and academic debates. She draws on strong networks across academia, government and civil society to produce collaborative and impactful research contributing to more just and inclusive systems of governance and empowered societies.


Dr Brown holds a PhD from the University of Queensland exploring resistance to change in the Australian public sector. She has published extensively on Indigenous policy, boundary spanning, public value, policy inaction and decolonizing public administration. She is an editor of Public Administration and

Development.

Recent significant consultancies include a review of the National Public Service Gender Equity and Social Inclusion Policy in Papua New Guinea and examining how to advance ORIC's governance approach beyond Compliance.

Dr Beth Rowan

Dr Beth Rowan is a consultant and researcher specialising in defence, security, and international law and policy. She brings a rare ability to translate complex legal and strategic frameworks into clear, operationally effective policy and governance solutions, bridging the gap between high-level strategy and frontline implementation.


Beth’s career spans academia, consulting, and the non-governmental sector, enabling her to engage credibly across sectors and align diverse stakeholders behind shared objectives. She has designed and delivered professional education for security sector practitioners, supported policy development in politically sensitive contexts, and built collaborative networks that strengthen organisational capability.


With a PhD from the University of Queensland, Beth combines analytical precision with a practical, outcomes-focused approach. She is known for delivering results under pressure, navigating complexity with diplomacy, and producing clear, actionable outputs that meet both strategic imperatives and ethical or legal obligations.
